has a wide variety of programs that serves both Bell and Whitley County. Programs serve a wide range of needs from early childhood development to home ownership. CSBG: Community Service Block Grant (CSBG) funds support efforts to identify, reduce or eliminate the causes of poverty and to help solve problems that block the achievement of economic self-sufficiency.
